A potential fix for ERR_CONNECTION_TIMED_OUT in Windows

Running with it enabled for years (it's the default setting, even on server), I suddenly struggled connecting to certain domains/websites. I fixed it via inetcpl.cpl as illustrated below. The effect was immediate. Disable this box when using manual network settings to avoid this random error.
